Several suggestions-
1, Big Lots has carried buckets of faux snowballs-One easiest way to start.... Or Amazon Amazon.com: Climafusion 50 Pack Indoor Snowballs Fight Set, Parent-Child Interaction Snowball Fights, 3 Inch Christmas Winter Holiday Realistic Fake Snow Toys for Indoor and Outdoor Snow Fight or Toss Game : Home & Kitchen TIP:
Watch your snowball diameter as these are not Apples-to Apples. Some at 11/2" others at 3". Obviously 3" would be more fun!
2. See these 2 gals show how to use Floof to make their own faux snowballs- Floof available at Target Floof Bucket : Target

3. Make white pom poms. Making pom poms alone if the kids are old enough to manage scissors and yarn is a fun craft in itself! (and you may like it too even if you're not crafty) You only need white or off-white yarn. Some sell plastic holders that you wrap the yarn around, tie in the middle and then have fun trimming them round like a haircut. But as kids, we just cut a shape from an old box and used that. Take a look at this lady---GREAT video and she uses cardboard.
After watching this video, you may want to decorate everything on the house making other colors after your snowballs!
